政府千億科技經費 拉不起附加價值

政府年年投入近千億元的科技發展預算，但台灣製造業附加價值率每況愈下。經濟部長杜紫軍昨（21）日表示，台灣製造業附加價值率低，主要是產業別切得太細，且過去台灣多重視銷售單一產品，今後必須注重整案、整廠輸出，才有可能改善。

附加價值是指生產總值扣除中間投入；製造業附加價值率，則是指附加價值除以產值，愈高的附加價值率，代表愈能靠腦力或技術財獲利。

前經濟部長施顏祥曾訂定2020年，要讓製造業附加價值率提升到28%，但這幾年，我附加價值率多在20%附近徘徊，2012年附加價值率是20.3%，南韓2010年時是20.6%。

政院編列明年度科技預算999億元，較今年成長6.5%，創六年新高。
